Who can i sue?

I got my year review from my manager which rate me 3.1(1-4, 4 is the worst, 3 and below is not transferable), attached a 2 pages 'addition comments', written by a supervisor, full of inventing stories to trump up charges including bad 'attendance', 'refusal to perform a reasonable request', 'disrespectful treatment of co-workers', 'poor work', and the worst, 'theft'. If any true, I’d been in jail in stead of working there for 5 years. He wanted me sign it before went though with me. I of course refused. I went to human resource, it’s a big company, there were procedures for every issue was put on me and he against those, now HR is addressing up. But I think my dir and supervisor against the law too. They’ve been trying to put theft hat on me. It was written that they made different or specific paperwork for me to trap me and didn’t make it. But they still put comments on my review which creates a horrible image to me and it’ll keep affect me enormously in bad way. Can I sue them? For what law, how and cost?
