Can you unlock Emiko in Harvest Moon Grand Bazaar in year 4?

It's after 9pm and I left farm area and went to waterfall, but still can't unlock the shrine. It isn't raining. The only reason I can think of is I'm too late? I know you can unlock it in Year 2, but I didn't know about her until now. Is it too late to unlock the shrine in Year 4? Oh, and what's with the caveman looking guy at the horse track?
