Does the earth's moon have any effect on other planets?

I noticed in a textbook diagram that the moons orbit can move close to venus. It seemed to me it can get closer to venus at times than it can to earth. If this were true, is it conceivable that the gravitational pull of venus could effectively 'steal' our moon? or has this diagram mislead me?
