What is the best way to make money on Runescape?

I'd say herblore, because from the little time of membership I had, I noticed those herbs sold for a LOT. Although, I normally do fishing, selling raw fish. Right now, on free servers, swordfish are the good sellers. Not sure about the member skills though.
